California, the richest state of the union, is now financially bankrupt with the lowest credit rating in the USA. It is the highest taxed and highest spending state and has been running deficits for years. The state teetered on the brink of collapse in February before a compromise was achieved on the budget. It is not over yet—without voter approval, the crisis will come to head again. The conference will discuss the California State’s fiscal crisis and its structural causes and the likely future course it will take.

California needs to go to the bankruptcy court. The State of California, like the auto makers can only shed the control of the unions in a bankruptcy court. The government unions and their unsustainable pay and retirement programs (100% pay on retirement at age 52) passed by Gray Davis was not sustainable when he presented this gift to the Prison Guard Union. Davis was run out of office due to the increase in the license tag tax increase that was intended to cover the initial cost of the gift to the union. The tax was repealed but the gift to the union was not. The City of Vallejo was able to shed unsustainable union costs in bankruptcy. The State should follow suit.

We need to ban government unions. Our State government is in their pockets and make decisions that are not in the interest of the people. California needs to start cutting and the government unions are a great place to start.
